Regulations on Student Club Administration

4. In this regulation

4.1 Organization name

  • Full Thai name: "Faculty of Medicine Student Club, Kasetsart University"

  • Full English name: “Kasetsart University Medical Student Union”

4.2 Organizational symbol The symbol of the Faculty of Medicine Student Club, Kasetsart University, has the words “Faculty of Medicine Student Club, Kasetsart University” surrounding the word “KUMDSU.” At the letter U, there is a Nontri leaf, which represents the symbol of Kasetsart University, along with a stethoscope and vital signs, which represent the medical profession. When all three symbols are combined, they represent the strengths of the Faculty of Medicine, Kasetsart University, in the areas of agricultural medicine and bioinnovation.

5. Objective

5.1 Principles and reasons
       Kasetsart University is an institution that has a firm determination to accumulate, seek, and develop knowledge to create intellectual growth that is complete with academics, ethics, and morality, as well as being a guide and continuation of good intentions of society for the sustainability, prosperity, and civilization of the nation. In addition to teaching in the classroom, there is also support for extracurricular activities that can develop students’ potential so that Kasetsart University students are ready in both academic and extracurricular activities to produce graduates who graduate completely, resulting in the benefit of creating valuable human resources and being an important mechanism for the development of the country in the future.

       The Faculty of Medicine, Kasetsart University, places great importance on organizing extracurricular activities in order to be in line with the policies, identity, and philosophy of Kasetsart University. Therefore, the Faculty of Medicine Student Organization was established, which is operated by the Faculty of Medicine student representatives, with the aim of promoting unity among students and developing students’ potential through extracurricular activities, resulting in skills necessary for a good career in society and lifelong learning, such as knowing how to manage work time, working with others, sacrificing for the common good, and developing leadership skills through activities, etc. This student organization is called the “Faculty of Medicine Student Council.”

5.2 Objectives

  • It is a student organization that provides services and manages activities or projects of Faculty of Medicine students.

  • It is a student organization that will continue the good traditions of the Faculty of Medicine.

  • To promote the potential of medical students to be in line with Kasetsart University's identity and have 21st century skills.

  • To promote extracurricular activities, academic extracurricular activities and professional promotion activities.

  • To maintain and promote the collective interests of students.

  • To publicize the reputation and honor of the Faculty of Medicine, Kasetsart University to be known.

5.3 Activity/Project Characteristics

  • Implementation of activities/projects to achieve the goals and objectives of the Faculty of Medicine Student Club.

  • The activities must not violate Kasetsart University regulations.

6. Rights and freedoms of medical students

6.1 Rights and freedoms

  • Students have equal rights and freedoms within the scope of Kasetsart University regulations and are equally entitled to receive justice and mutual benefits.

  • Students have equal rights and freedoms to vote, participate in referendums, and nominate themselves for various positions in the Faculty of Medicine Student Union.

  • Students have equal rights and freedoms to present issues and express opinions to the Faculty of Medicine Student Union.

  • Students have freedom of speech, learning, printing, advertising, studying, training and gathering together under the Faculty of Medicine Student Club as appropriate and use within the scope of Kasetsart University and Culture regulations.

  • Students have the right to participate in activities organized by the Faculty of Medicine Student Union as appropriate and to utilize the buildings, locations and services provided by the Student Union and the Faculty of Medicine for students.

6.2 Duties of students

  • Maintaining the reputation and honor of the Faculty of Medicine and Kasetsart University.

  • Study to the best of your ability.

  • Maintain unity among the group.

  • Comply with Kasetsart University regulations

  • Cooperate with the operations of the Faculty of Medicine Student Club

  • Go to vote for the Faculty of Medicine Student Council Committee.

7. Members

7.1 Types of Members

  • Regular members mean current students of the Faculty of Medicine, Kasetsart University.

  • Honorary members mean faculty, staff and alumni of the Faculty of Medicine, Kasetsart University.

7.2 Membership

  • Regular members come from current students of the Faculty of Medicine, Kasetsart University.

  • Honorary members are invited directly by the Faculty of Medicine Student Council Committee to become members.

7.3 Termination of Membership

  • Died

  • finish studying

  • End of student status

  • Members resigned from the Faculty of Medicine Student Club.

  • Half of the Faculty of Medicine Student Council members voted to expel him from membership.


8. Rights and duties of members

8.1 Ordinary members

  • Have the right to propose ideas in the meeting.

  • Responsible for complying with the rules and regulations of the Faculty of Medicine Student Union.

  • Cooperate in the activities of the Faculty of Medicine Student Club

  • Responsible for complying with Kasetsart University regulations on student governance at Kasetsart University 2017 and 2021.

8.2 Honorary members

  • Have the right to express opinions to the committee.

  • Provide assistance in the activities of the Faculty of Medicine Student Club.

9. To have a committee to perform administrative duties and carry out activities on behalf of the student club, named “Faculty of Medicine Student Club Committee, Kasetsart University”
 

10. The Student Council Committee consists of:

  • President of the Student Council
  • Vice President of the Student Council
  • Student representatives from every year level, 1 person per year
  • treasurer
  • secretary

In this regard, the Student Council may determine additional positions as appropriate.

 
11. Student activities of the Faculty of Medicine Student Council shall be carried out in the name of the Student Council and under the supervision of the Faculty of Medicine.
 

12. The Faculty of Medicine Student Club must have a policy for conducting activities that do not conflict with

  • Democratic regime with the King as Head of State
  • Good Thai customs, traditions and morals
  • Student constitution

and must cooperate in the operations of the faculty and the university

 
13. The President of the Student Council is elected by a majority of the Faculty of Medicine students. As for the positions of Vice President, Treasurer, Secretary and various committees, the President of the Student Council shall submit the names to the Dean for announcement of appointment.
 
14. The President of the Student Council and the Student Council Committee have a term of office of 1 year, starting from April 1 to March 31 of the following year.
 

15. Qualifications of candidates for election
15.1 President of the Student Council

  • I am an undergraduate student studying in the Faculty of Medicine.
  • Have studied at university for at least 2 semesters.
  • Have a cumulative grade point average of at least 2.75.
  • Have good behavior
  • Never been subject to any disciplinary action
  • Not holding any position in the student organization, student council or student administration organization.

15.2 Student Club Committee

  • I am an undergraduate student studying in the Faculty of Medicine.
  • Have studied at university for at least 2 semesters.
  • Have a cumulative grade point average of at least 2.50.
  • Have good behavior
  • Never been subject to any disciplinary action
  • Not holding any position in the student organization, student council or student administration organization.

16. Duties of the Student Council Committee 16.1 Powers and duties of the Student Council President

  • Represent the faculty's students in all activities both inside and outside the faculty.
  • Responsible for managing all aspects of the work according to the established operational guidelines.
  • To supervise the administration and operations of the Student Council in accordance with the basic policies for the administration of the Student Council as stipulated in these regulations.
  • Control personnel, finance, supplies, locations and assets of the Student Council.
  • Develop operational plans and monitor performance evaluations in all areas.
  • Submit a report on the operations of the Student Council Committee to the Deputy Dean for Student Development after the end of the academic year or before the end of the term.

16.2 Duties and powers of the Vice President of the Student Council

  • Acting as the President of the Student Council in the event that he/she is unable to perform his/her duties.
  • Responsible for the work of various departments assigned by the President of the Student Council.
  • Coordinate and assist the operations of the Student Council President.
  • Responsible for other tasks as assigned.

16.3 Duties and powers of the Secretary

  • Prepare, record and prepare minutes of the Student Council Committee meetings.
  • Responsible for the secretarial work of the Student Council.
  • Coordinate with internal university departments to contact and send documents.
  • Maintain and register parcels and various documents.
  • Prepare annual reports to submit to the Deputy Dean for Student Development.

16.4 The Treasurer's Powers and Duties

  • Prepare the annual budget plan for the Student Council Committee.
  • Prepare financial reports for various projects
  • Prepare monthly cash flow accounts throughout the academic year and for various projects and announce them within 20 days from the date of approval by the Student Council Committee.
  • Collect financial evidence
  • Responsible for coordinating with internal university departments in disbursing funds and project expenses.
  • Control spending and disbursement in collaboration with the Student Council President and the Student Council Committee.

16.5 Duties and powers of the Student Council Committee

  • Management of student affairs in the Faculty of Medicine
  • Complete the activities and projects of the assigned department.
  • Set and be responsible for policies, action plans, projects and annual budgets and submit them to the Dean through the Student Council Advisor and the Deputy Dean for Student Development for approval, respectively.
  • Call a meeting of all students in the faculty to clarify various matters as deemed appropriate.
  • Coordinate with other student clubs, student representative councils, student administration organizations, universities, and other educational institutions.
  • Register and supervise student associations under the Student Council.
  • Propose rules or guidelines for the implementation of activities for the benefit of Faculty of Medicine students through the Student Council Advisor and the Deputy Dean for Student Development, respectively, to be submitted to the Dean for consideration and signature approval.
  • Perform other duties assigned by the faculty or university.
  • Report on the performance of the Student Council Committee to the Deputy Dean for Student Development
  • Hand over work to the new Student Council Committee within 14 days from the date of leaving office.

Section 17 Term of office of the Student Council Committee
17.1 The Student Council Committee has a term of office of 1 year, commencing on June 1 of that year to May 31 of the following year.
17.2 When the term of office has expired, the original Student Council Committee must hand over the work to the new Student Council Committee within 14 days and must prepare a handover memorandum and a summary of the results of the work for the year to be submitted to the Deputy Dean of Student Development by June 15.

 
Section 18 Termination of the Student Council Committee
The Student Council Committee resigned from their positions when:
18.1 dead
18.2 Resignation
18.3 End of term
18.4 is a person who lacks qualifications or has prohibited characteristics according to Section 15
18.5 Punishment by removal by resolution of the Student Council Meeting.
18.6 No longer a student of the Faculty of Medicine
 
19. Appointment to fill vacant positions
In the event that any position of the Student Council Committee becomes vacant before the end of the term, the Student Council President shall appoint a student who possesses all the qualifications according to Section 15 to assume the position and shall submit a list of names to the Student Council Committee for approval.
 
20. Appointment of student club advisors
20.1 The Student Council Advisor must be a full-time faculty member of the Faculty of Medicine, appointed by the Dean.
20.2 The Student Council Committee has the right to propose the names of suitable lecturers to the Deputy Dean for Student Development for the Dean's consideration.
20.3 The Student Council Advisor has the duty to provide advice and supervision of the operations of the Student Council Committee.
 

21. Meeting of the Student Council Committee
21.1 There shall be a meeting of the Student Council Committee at least once a month.
21.2 A special meeting may be called in addition to that referred to in clause 21.1 when:

  • The President of the Student Council agrees.
  • There must be at least one-third of the total number of committee members jointly requesting.

21.3 Each meeting must have at least half of the total number of directors present to constitute a quorum.
21.4 The meeting's resolution shall be based on a majority vote.
21.5 In the event of an equal number of votes, the chairman of the meeting shall have a casting vote.

22. Various subcommittees
22.1 The Student Council Committee may appoint subcommittees of various departments to assist in its operations.

22.2 The appointment of a subcommittee must be made in writing, clearly stating the name of the appointee, position and period of service.
22.3 The subcommittee members must be students of the Faculty of Medicine and have the qualifications according to Section 15.

 

23. Consideration of the Student Council Committee's misconduct
23.1 The Student Council Committee shall have the Student Council Committee meeting consider the initial punishment and submit it to the Deputy Dean of Student Development for further consideration.
23.2 Disciplinary penalties are divided into 3 levels.

  • admonish
  • Temporarily suspended
  • Dismissed from office

Article 24 Meeting and decision
24.1 The meeting shall be considered a resolution of the Student Council Committee meeting.
24.2 Each meeting, the President of the Student Council shall call the meeting according to the meeting agenda. The meeting must be held at least once per semester and must be attended by at least half of the total number of committee members.
24.3 The annual general meeting shall be held at the end of the academic year, in which the President of the Student Council shall compile and summarize the results of the operations or prepare a report of the operations, submit it to the Deputy Dean of Student Development, and hand over the duties to the next President of the Student Council.

Section 25 Duties and qualifications of the Faculty of Medicine Student Council Advisor
25.1 Faculty of Medicine Student Club Advisor means the Deputy Dean for Student Development or Assistant Dean or Faculty of Medicine lecturer or personnel of the Faculty of Medicine, Kasetsart University.
25.2 The Student Council Advisor has the duty to provide advice, consider, filter and propose various projects and activities to the Dean for consideration and approval.
25.3 The Faculty of Medicine Student Council Advisor has the duty to supervise and support various operations within the Student Council.

26. Let the existing student groups of the faculty establish a student activity club under the Faculty of Medicine Student Council.

27. Requesting to establish a student activity club: A student group that wishes to establish a club must submit a request for establishment together with various details about the club that is being requested to be established to the Student Council. However, a newly established club must have clear objectives and must not overlap with the main objectives of the existing student activity club of the Student Council.

28. When the Student Council receives a letter requesting the establishment of a club with details, it shall be submitted to the faculty in order within 30 days after receiving the letter and all details in full. The Dean shall consider approving the establishment or not within 30 days from the date of receiving the letter and all details in full.

29. The operations and administration of each club shall be in accordance with the regulations of the Student Council or the Faculty of Medicine. This must be approved by the Faculty.

30. Each student activity club shall appoint a club president and a club committee to manage and conduct activities within the club, by submitting a request through the student club for the dean to issue an appointment order.

31. The association must prepare an evaluation report of the annual activities and submit it to the Student Council before the end of the academic year. The Student Council must compile the evaluation report and submit it to the faculty.

32. The assembly ceases to exist for any of the following reasons:
32.1 The Student Council Committee has resolved to dissolve the club due to insufficient performance or the operation causing damage.
32.2 The Executive Committee sees fit to dissolve the meeting.

33. The Student Activity Association can propose the appointment of a Student Activity Association advisor to the faculty, with the dean considering and issuing an appointment order.

34. The budget for student activities of the Faculty of Medicine comes from various sources, including:

Budget to support student activities from the faculty
Student activity maintenance funds allocated by the budget from the Administrative Organization
Student activity support funds from the university
Money from the income of the Student Club
The money donated to the Student Council is used for its activities.

35. In proposing projects and activities of the student club to request budget support from the faculty, the student club must prepare the project and activities with budget details through the president of the student club and submit it through the student club advisor to the dean for consideration in order. As for proposing student activity projects of the student activity club to request budget support from the faculty, the student activity club must submit the project and activities with budget details through the club advisor and the student club to the faculty for consideration in order.

36. In proposing projects and student activities of the Student Council to request budget support from the university, the Student Council must prepare the project activities with budget details and submit them through the advisor of the Faculty of Medicine Student Council to the faculty for consideration in order and submit them to the university for consideration.

37. In proposing projects and activities of the Student Council to request budget support for student activities from the Student Council Administration Organization, the Student Council shall prepare the project activities with budget details and submit them through the Student Council Advisor and the Dean of the Faculty of Medicine to be submitted to the Student Council Administration Organization.
As for the student activity club activity project, it must be submitted to the club advisor and the student club for consideration and submission to the Student Organization Administration.

38. The budget for supporting student activities of the Faculty must be considered in order and approved by the Dean or the person assigned.

39. The Student Council must prepare a monthly income and expenditure account of the Student Council to inform the Faculty of Medicine students.

40. Any proposal to amend or add to these regulations will be made only when the Student Council Committee has jointly agreed.
The amended regulations must not violate Kasetsart University regulations and regulations related to Kasetsart University 2017 and 2021, and amendments to the regulations must be notified in advance and proposed to the Student Council Advisor for the Faculty to consider in order.

41. Please submit the project documents to the faculty's stamp for approval and submit them for approval from the dean or deputy dean for student development.
With a cover letter with project details
The attached project must be signed by the project manager, i.e. the Student Council President and the Student Council Advisor.

42. In case of off-site activities, a letter of approval must be submitted to the Dean through the Deputy Dean for Student Development, along with a list of students and project advisors, before the project is initiated. A request for project approval must be submitted 30 days in advance.
